He's probably having an allergic reaction to something. Dogs like people can develop allergies in life. The dandruff is the skin trying to get rid of whatever the irritant is and probably has nothing to do with the surgery. neutering the dog most likely did not cause the dandruff and hair loss.... it was most likely cause by a skin allergy or food allergy of some sort the best bet is to take for dog to the vet to get it checked out. they will know what it is and the best way to get rid of it.. ;)
He may have picked up a skin fungus at the vets, but you could never prove it came from there, get a skin test done soon, it could be other things too. Good Luck

There's only two male hair loss drugs clinically tested and FDA approved : Minoxidil (Rogaine and other brands) and Finasteride (Proscar, Propecia, etc.), there are some interesting drugs too like Dutasteride or Follica but there aren't enough studies yet.
If you're into natural stuff, the only one that might be helpful is Saw Palmeto (there are capsules for sale in natural shops) because it contains anti androgens similar to the ones found on Propecia.
Minoxidil if you buy generic brands it's quite cheap and Proscar if you get the generic version it's reasonably cheap and will last you a long time.
Quite frankly all the other stuff are either placebos or scams.

The good thing is that the hair starts growing back immediately, and you will have lots of short hairs soon.
What to do? Not much now. Just be sure you are in good health by eating well and that you are getting enough rest so that your body is back to normal soon. Your hair will look after itself. In the meantime, don't do anything other than keeping it clean. Too much brushing or combing will only pull out those weakened hairs faster, so try to keep it at a minimum. Once whatever is causing the fall out is present is out of your system, the hair will stop falling out and start the regrowth process ((with a surgery, it should be back to normal in about 1 year)).
My suggestions:
1. Take a high does of Biotin ((5000 mcg)). Depending on the type of hair loss, this is said to kick start hair regrowth. It could take a while to work but it will help your hair grow back healthy. This is found in most vitamin sections and is pretty inexpensive.
2. Until the hair grows back, look for a line called Nioxin ((found in speciality stores such as Sally's, Trade Secret or Master Cuts or it can be ordered offline)). It won't make your hair regrow and it won't make it thicker but it will make you and others perceive it's thicker ((9/10 can see a difference)). The stuff in the stores will only make it worse. This line is a bit pricey but soooo worth it.
3. Don't stress about it. I know it's easier said than done but stress is another cause of TE.

year ago my husband suffered from hair loss too and he started trying everything you can imagine to stop his hair loss. the things that really worked for him was:
1) Vitamin A - an anti-oxidant which promotes healthy production of sebum in the scalp;
2) Vitamin E stimulates circulation. Good blood circulation in the scalp is important in keeping hair follicles productive. The 'B' vitamins contribute to melanin, which gives hair its healthy color and also stimulates blood circulation;
3) massage is also beneficial. Massage stimulates circulation. As already noted, good circulation in the scalp keeps hair follicles active. Experts suggest a few minutes of daily head massage by hand. I had emergency gallbladder surgery at the end of August, experienced many complications %26amp; basically almost died. Now, 3 and a half months later, I'm experiencing random hair loss. Unless you have any other problems with your hair like genetic alopecia, I would leave it alone and just have a bit of patience as it would get back to normal. Don't worry.
